Bas Kotterink is senior scientist ICT Policy at TNO, the second largest Research and Technology Organization in Europe. His expertise and interests are on self organization, open innovation, and ICT startup ecosystems.
In his daily life he is also a swimming coach and chairman of elite swimming club Albion in the Hague. His professional interests and coaching experience come together in Startup Bootcamp’s mentor programme.

TNO has a strong and clear vision of connecting people and knowledge. which is key if you want to innovate and do research that matters.
TNO helps companies and sectors reach agreements on the requisite standards and IT systems. They carry out research into new technology that will make secure and controlled data sharing much easier.
As a senior Scientist Specialist ICT and Policy at TNO Extensive experience in designing and managing projects and research on the impact of Social ICT. International experience working with multilateral en bilateral organizations on assignments in France, UK, USA , India and Africa. Current research includes open innovation, public innovation and participation, and web entrepreneurship.
Developing new open standards
Companies will have to reach agreements about the basic set of specific data that include in their means of operation. In addition, a centralized party always need to thoroughly examine the arrangements that need to be made at sector level, and the freedoms needed for individual companies. Developing standards like this is part of TNO’s core expertise.
Among many innovations, TNO and its partners developed SolaRoad. SolaRoad is the world’s first roadway paved with customized strong and stiff solar panels. It offers a large, effective surface area for collecting solar energy from already-existing infrastructure. The Netherlands has twice the road square meters compared to rooftops.
Bas Kotterik wants and needs more open data, and gets it
In 2010 he primed the Dutch government to do more with open data. Among other reasons, the European Commission calculated in 2006 that the economic benefits of open data and services on top of that could reach 44 billion euro each year in Europe.
It’s up to the government to leverage their strength, and take a chance to improve systems and infrastructures. For example they could design software to protect privacy of data, and likewise will be there to be published without leading to nation or continent wide problems.
